Angie Brewer & Associates, L.C. (ABA) offers a team of in-house experts who are capital improvement financial specialists. ABA has successfully assisted many communities, small and large, in obtaining and managing funding for various projects during the past 23+ years.

ABA has successfully secured and managed funding for numerous communities from sources such as the State Revolving Fund (SRF) Water, Wastewater and Stormwater grants and loans, Environmental Protection Agency (EPA) Wastewater, Stormwater and Water funding, Water Management District (WMD) funding, Community Development Block Grants (CDBG), Department of Transportation (DOT), Economic Development Administration (EDA), Florida Communities Trust (FCT), Florida Forever, Florida Recreation Development Assistance Program (FRDAP) grants, Land and Water Conservation Fund (LWCF) grants, Energy Efficiency and Conservation Block Grant Program (EECBG), Department of Energy (DOE), American Recovery and Reinvestment Act (ARRA) and various neighborhood redevelopment programs.

ABA has extensive experience with funding analysis and planning, grant and loan applications, procurement management, financial and project management as well as the development of management systems for local governments and agencies for current grants and loans. Qualifications of Personnel

Members of the firm are active in the development of rules and regulations for various funding programs. They serve on numerous committees, including the current FDEP SRF Wastewater/Stormwater Program Technical Advisory Committee and FDEP SRF Water Program Technical Advisory Group, the former DCA Small Cities CDBG Advisory Council and others to assist in the planning and implementation of programs to the benefit of local governments. Due to ABA’s recognized expertise in funding, in 2002 ABA was asked by U.S.E.P.A. to participate in providing the peer review of the national SRF funding allocation model to be used by all SRF programs in the United States.

A lifelong resident of Florida. Ms. Brewer grew up in the Tampa Bay area and obtained Bachelor and Masters Degrees from the University of South Florida. She maintains an intense interest in the economic growth, proper development and environmental protection of Florida.

During 6 of her 17 years of public service, Ms. Brewer held various accounting, financial and program management positions with the City of Tampa. During this period, she was involved in all major federal and state grant programs including EPA Wastewater Construction Grants, Community Development Block Grants, Economic Development Administration Grants, Urban Renewal, Neighborhood Development Program, Project Pride, Model Cities, Urban Mass Transit Administration Funding and grants that funded various community services programs. With an additional 11 years of "hands on" experience developing the Grants Management Division for the Manatee County Clerk of Circuit Court, Ms. Brewer brings to each client the skills required to acquire and manage funds for capital and operating programs both large and small. The Grants Division successfully secured and managed approximately $240 million in programs during this 11-year period.

After "retiring" from the position of Director of Grants Management in 1988, she established this public-sector capital improvements financial specialist firm to assist other local governments in identifying and securing funding ensuring success with their programs. In her career Ms. Brewer has been involved in the procurement, planning, application and/or administration of over $6 billion in state, federal and local funds for infrastructure programs for communities throughout the State of Florida.

Mr. Brewer is directly available to clients from preliminary planning through project audit. He has extensive "hands-on" experience with federal and state grant and loan planning, application and administration. His expertise includes the preparation of environmental documents, financial analyses and compliance with agency requirements.

Mark has assisted with the administration and successful close-out of projects of various sizes and complexities with several involving multiple contracts and phases. He has been involved with all clients since 1993. His projects include SRF water, wastewater and stormwater low-interest loans, CDBG and EPA Grants, EDA Grants, Florida Water Advisory Panel Grants, Water Management District Funds, as well as FRDAP Grants and LWCF Grants. He has significant experience with federal and state funding agency regulations and requirements, such as Davis-Bacon and MBE/WBE. Mark has over 20 years of experience in advanced computer technology and "hands-on" accounting and management skills.
